Problem-solving is associated with cognitivist learning theory since students are explicitly taught specific cognitive strategies.

These types of problems cannot be just solve easily or by memorizing it but needs high thinking power and as a result the problem-solving program will shift the students knowledge from simple to complex/ high degree level as they will be interacting with the software of problem solving.   

problem solving software is for teaching problem solving strategies and it is similar to the simulation programs that attempts to model real-life situation.
